Dubai Launches Major Plan to Transform Metro Areas and Reduce Car Dependence

Dubai is taking a bold step toward urban sustainability with the approval of its Transit-Oriented Development (TOD) Plan, a city-wide strategy designed to enhance accessibility and reduce reliance on personal vehicles. Endorsed by the Supreme Committee for Urban Planning, the initiative focuses on optimizing land use around metro stations and creating vibrant, walkable communities.

At the heart of the plan is the vision of a '20-minute city', where residents can access key services – including schools, healthcare, and retail – within a short walk or bike ride. To achieve this, Dubai will develop five major urban hubs centered around public transportation, making it easier for residents and visitors to navigate the city without cars.

The initiative builds on existing efforts to improve pedestrian infrastructure, including the Dubai Walk project, which aims to introduce 6,500 kilometers of pedestrian pathways across 160 neighborhoods. The first phase will feature two major routes: Al Ras Loop, a 15-kilometer trail connecting historic landmarks, and Future Loop, a 2-kilometer air-conditioned pedestrian bridge linking ten key locations near the Museum of the Future.

As part of a broader push for sustainability, the city is also moving forward with the Super Block initiative, which will convert select districts into pedestrian-only zones. Areas such as Al Fahidi, Abu Hail, Al Karama, and Al Quoz will see large-scale urban greening and public space enhancements, ensuring that walking and cycling take priority over vehicle traffic. By integrating these projects, Dubai continues to position itself as a global leader in smart, sustainable urban development.
